Semi transparent sky blue icon theme for KDE desktop which available in multiple sizes (8x8 to 512x512) for smooth scaling. Hope you like it.

Correct, KDE doesn't recognize any archive other than GNU zip like RAR, Zip etc. Unfortunately deviantart doesn't support the GZip, so all you need is to extract the archive (you'll need the unrar utility) then copy the folder to /home/user name/.kde4/share/icons. Happy digging!
